Intellectual and Developmental Disability Services

     Permian Basin Community Centers provides services for individuals with intellectual and developmental disabilities. Intellectual and Developmental Disability is a disability characterized by significant limitations both in intellectual functioning and in adaptive behavior as expressed in conceptual, social, and practical adaptive skills and must originate before the age of 18. Intellectual and Developmental Disability can be caused by any condition which impairs development of the brain before birth, during birth, or in the childhood years. Intellectual and Developmental Disability crosses every economic, ethnic, and educational line. One out of every 10 American families is directly affected by Intellectual and Developmental Disability. 6,000 children every year in Texas are born with or will acquire Intellectual and Developmental Disability. 570,000 Texans have been diagnosed with Intellectual and Developmental Disability. 19,000 of them have been on endless waiting lists that could provide critical MHMR services and prevent costly institutionalization; some have been waiting more than 7 years. Texas is currently 43rd in MHMR funding, causing the waiting lists to get longer each year.

A Comprehensive Diagnostic Evaluation (D&E) is required for eligibility for mental retardation services. Referrals are accepted from physicians, courts, schools, family members, or concerned individuals. An assessment is completed by certified staff.

Home & Community-based Services (HCS) Program assists Medicaid-eligible persons to remain in the community instead of a state institution. Parallel with PBCC's residential programs, HCS focuses on quality of outcome and results being achieved.

Texas Home Living Waiver Services ( TxHmL) Program provides Medicaid-eligible individuals essential community-based supports to those on the State's HCS waiting list.

Residential Services provides a variety of community-based services, including residential placement, in-home support, respite, and recreational programs.

Vocational Services provides job training, employment, and social adjustment services for adults with Intellectual and Developmental Disability and/or mental illness. Services include small parts assembling, packaging, shredding, and collating and numbering invoices. Local contracts outside the workshop include highway litter pickup, landscaping, and janitorial services.

Supported Employment Programs assist disabled individuals in maintaining jobs within the community by providing competitive work with ongoing support services. Eligible individuals include those with severe disabilities for whom competitive employment has not been the typical option.
