Cognitive Behavioral Therapy (counseling) services

PERMIAN BASIN COMMUNITY CENTERS is requesting public comment on the attached draft proposal for the provision of Cognitive Behavioral Therapy (counseling) services CPT Code 90806 and Family Psychotherapy with Patient Present- CPT Code 90847 for identified individuals with mental illness who seek services at the Local Authority. The services requested shall be performed in the natural environment of the individual served and/or the facility location(s) of Applicant in all six counties, (Pecos, Brewster, Jeff Davis, Presidio, Hudspeth and Culberson). The Network Agreement (contract) shall be for an initial term of 1 year with the option to renew annually.

As proposed, the open enrollment period shall close on December 31, 2012 at 5:00(CST) or upon receipt of enough applications to meet the service capacity described in the RFA whichever comes first.

1115 Transformation Waiver Projects

The Texas Health and Human Services Commission (HHSC) received Federal approval of a waiver that allows Texas to expand Medicaid managed care while preserving hospital funding, provides incentive payments for health care improvement and directs more funding to hospitals that serve large numbers of uninsured patients.  Local Mental Health Authorities (LMHAs) are also allowed to participate in this 5 year demonstration project for up to 10% of the $11 Billion of the Delivery System Reform Incentive Payments (DSRIP).

PBCC is proposing the funding of three (3) projects in RHP 14 valued at $18,770,558 and one (1) project in RHP 13 valued at $719,338.

The RHP 14 projects include the integration of Behavioral Healthcare, expansion of Behaviorial Healthcare to non-priority populations and expanding the number of substance abuse treatment beds.

Permian Basin Community Centers is required by rules passed by the 80th Texas legislative session to develop a two-year local plan for the development of an external provider network for mental health services. This plan will provide a standardized, transparent process for planning and developing a network of mental health service providers, emphasize a choice of providers, and allow for local control through stakeholder input while requiring the network to be managed by PBCC.

In accordance with Texas Health and Safety Code (THSC), §533.0352 (Local Authority Planning for Local Service Area), “each local mental health and mental retardation authority shall develop a local service area plan to maximize the authority’s services by using the best and most cost-effective means of using federal, state, and local resources to meet the needs of the local community according to the relative priority of those needs.”

THSC §533.03521 requires PBCC to “develop a local network development plan regarding the configuration and development of the local mental health authority’s provider network. The plan must reflect local needs and priorities and maximize consumer choice and access to qualified service providers.” In developing our local plan, PBCC must ensure compliance with state and federal statute and the mental health Performance Contract, specifically Authority Attachment, Section I. A. regarding local planning.
